    Digital Transformation in Australian Local Government: A Systematic Literature Review

    Rapid technological growth has led to increased demand from technology-savvy citizens for their local government (LG) to offer efficient and effective digital services. Many Australian LGs are either considering taking or have taken first step towards digitally transforming their LGs. A systematic literature review was conducted to identify and analyse current knowledge about digital transformation (DT), with a focus on LGs. Evidence of a gap in the literature was found about lack of LGs\u27 understanding of DT and approaches they take to digitally transform. Literature review indicated that customer expectations, outdated technology, and strategic directions are key drivers of DT in LGs. LGs also face challenges in adopting DT, due to lack of management support, insufficient resources, and absence of transformed LGs to benchmark against. Based on review, a holistic picture of what transformation means to LGs, challenges to achieve such transformation, and the need for further research were identified

    A Rating Tool for Effective Social Media Policy Development

    Social media technologies are increasingly being adopted to support knowledge sharing and collaboration in both the private and public sectors. It has therefore become essential to develop policies guiding the use of social media within organisations. The need to protect an organisation’s interests by guiding employees’ appropriate use of social media is a key issue for senior managers. This issue has to be balanced against the benefits of empowering employees to make use of social media in flexible, innovative ways. This paper highlights the major components of a social media policy, based on the Social Media and Organisation Policy (SOMEOP) Framework. A method is proposed to enable organisations to effectively evaluate each of the components using a rating system. The framework and rating tool can be used to improve the effectiveness of policy development. A preliminary validation of the instrument indicated that the rating system can assist users with identifying and understanding policy strengths and weaknesses

    The influence of an intramolecular hydrogen bond in differential recognition of inhibitory acceptor analogs by human ABO(H) blood group A and B glycosyltransferases

    Human ABO(H) blood group glycosyltransferases GTA and GTB catalyze the final monosaccharide addition in the biosynthesis of the human A and B blood group antigens. GTA and GTB utilize a common acceptor, the H antigen disaccharide alpha-l-Fucp-(1--2)-beta-d-Galp-OR, but different donors, where GTA transfers GalNAc from UDP-GalNAc and GTB transfers Gal from UDP-Gal. GTA and GTB are two of the most homologous enzymes known to transfer different donors and differ in only 4 amino acid residues, but one in particular (Leu/Met-266) has been shown to dominate the selection between donor sugars. The structures of the A and B glycosyltransferases have been determined to high resolution in complex with two inhibitory acceptor analogs alpha-l-Fucp(1--2)-beta-d-(3-deoxy)-Galp-OR and alpha-l-Fucp-(1--2)-beta-d-(3-amino)-Galp-OR, in which the 3-hydroxyl moiety of the Gal ring has been replaced by hydrogen or an amino group, respectively. Remarkably, although the 3-deoxy inhibitor occupies the same conformation and position observed for the native H antigen in GTA and GTB, the 3-amino analog is recognized differently by the two enzymes. The 3-amino substitution introduces a novel intramolecular hydrogen bond between O2' on Fuc and N3' on Gal, which alters the minimum-energy conformation of the inhibitor. In the absence of UDP, the 3-amino analog can be accommodated by either GTA or GTB with the l-Fuc residue partially occupying the vacant UDP binding site. However, in the presence of UDP, the analog is forced to abandon the intramolecular hydrogen bond, and the l-Fuc residue is shifted to a less ordered conformation. Further, the residue Leu/Met-266 that was thought important only in distinguishing between donor substrates is observed to interact differently with the 3-amino acceptor analog in GTA and GTB. These observations explain why the 3-deoxy analog acts as a competitive inhibitor of the glycosyltransferase reaction, whereas the 3-amino analog displays complex modes of inhibition

    What Influences Employees to Use Enterprise Social Networks? A Socio-Technical Perspective

    The adoption of enterprise social network (ESN) for greater employee engagement and knowledge sharing practices within organisations is proliferating. However, ESN investments have thus far not resulted in expected gains in organisational benefits due to underutilisation by employees. Limited understanding of the implications of ESN use leads to a paucity of recommendations for effective use within an organisation. This research-in-progress paper seeks to determine the factors influencing the use of ESN among employees in a large Australian utility organisation, with the aim of contributing to a practical understanding of the key success factors of the use of this new workplace social platform. Our preliminary findings indicated that the employees’ ESN behaviour tends to be influenced by socio-technical factors, including technological (i.e. platform and content quality), organisational (i.e. top management support and ESN facilitating conditions), social (i.e. critical mass and communication climate), individual (i.e. perceived benefits, knowledge self-efficacy and time commitment) and task (i.e. task characteristics) factors. This paper concludes that a successful implementation of ESN in an organisation involves the nexus between these five factors and provides several recommendations about how ESN use can be enhanced

    Iris: an Extensible Application for Building and Analyzing Spectral Energy Distributions

    Iris is an extensible application that provides astronomers with a user-friendly interface capable of ingesting broad-band data from many different sources in order to build, explore, and model spectral energy distributions (SEDs). Iris takes advantage of the standards defined by the International Virtual Observatory Alliance, but hides the technicalities of such standards by implementing different layers of abstraction on top of them. Such intermediate layers provide hooks that users and developers can exploit in order to extend the capabilities provided by Iris. For instance, custom Python models can be combined in arbitrary ways with the Iris built-in models or with other custom functions. As such, Iris offers a platform for the development and integration of SED data, services, and applications, either from the user's system or from the web. In this paper we describe the built-in features provided by Iris for building and analyzing SEDs. We also explore in some detail the Iris framework and software development kit, showing how astronomers and software developers can plug their code into an integrated SED analysis environment.Comment: 18 pages, 8 figures, accepted for publication in Astronomy & Computin

    The number and characteristics of newspaper and Twitter reports on suicides and road traffic deaths in young people

    In the light of concern about the harmful effects of media reporting of suicides and a lack of comparative research, this study compares the number and characteristics of reports on suicides and road traffic accidents (RTAs) in young people (aged 11–18) in newspapers and Twitter during a 6- month period. Tweets about young people’s suicides were more numerous than newspaper reports. Twitter and newspaper reports were more strongly correlated for suicides than for RTAs. Recent suicides were less likely to be reported in newspapers than recent deaths by RTA. Bullying-related suicides were especially newsworthy.     Exact density profiles for fully asymmetric exclusion process with discrete-time dynamics

    Exact density profiles in the steady state of the one-dimensional fully asymmetric simple exclusion process on semi-infinite chains are obtained in the case of forward-ordered sequential dynamics by taking the thermodynamic limit in our recent exact results for a finite chain with open boundaries. The corresponding results for sublattice parallel dynamics follow from the relationship obtained by Rajewsky and Schreckenberg [Physica A 245, 139 (1997)] and for parallel dynamics from the mapping found by Evans, Rajewsky and Speer [J. Stat. Phys. 95, 45 (1999)]. By comparing the asymptotic results appropriate for parallel update with those published in the latter paper, we correct some technical errors in the final results given there.Comment: About 10 pages and 3 figures, new references are added and a comparison is made with the results by de Gier and Nienhuis [Phys.     A preliminary evaluation of a client-centred prompting tool for supporting everyday activities in individuals with mild to moderate levels of cognitive impairment due to dementia

    Objectives: Technology-based prompting has the potential to support people with dementia to complete multistep tasks in the home. However, these devices can be complex to use. This paper reports a feasibility trial of a personalised touchscreen digital prompter designed for home use. Methodology: A tablet-based prompter suitable for people living with dementia was developed, along with a detailed guidance manual. Carers loaded instructions for completing the task onto the prompter, and the person with dementia then used the tablet independently to complete a task. Eleven couples used the prompter ‘out-of-the-box’ with no support other than a guidance manual. Results: The majority of participants with dementia could follow the steps on the prompter, and carers were able to breakdown and load tasks onto the prompter. Eight couples used the prompter successfully to complete goals that they had identified in advance. These included preparing simple snacks and using a TV remote control. Successfully achieving goals was associated with more frequent use of the prompting screen on more days, but not higher levels of editing or previewing of tasks. Conclusion: The study provides the preliminary evidence that family caregivers can use a touchscreen tablet, software and manual package to identify specific tasks and break these down into steps and that people living with dementia can then follow the prompts to complete the tasks. This potentially represents an important advance in dementia care. Further testing is required to establish efficacy and to identify any factors that impact on outcomes
